Military and civil engineering were created together and are the oldest of all the engineering disciplines. In ancient Egypt, at a time when universities did not exist, early engineers were the master builders. In ancient Greece, the term architecton was used to describe an occupation which combined the abilities of engineers, architects, artisans, and artists.

Study, assessment, design, management, inspection, construction, operation, and maintenance of: buildings, along with all related facilities, for whatever purposes they may have; structural and civil works; works related to water intake, drainage, and supply; irrigation structures and hydromechanics; hydraulic power facilities; road and railway works; urban and rural sanitation works; port works, including airports and any facility related with river, sea, and air navigation; urban planning and public services management related to health, roadways, communications, and energy; earthquake engineering studies; use of explosives and demolitions; construction of fortified structures.

Assessment and advising related to: rock and soil mechanics; topographic surveys; topographic appraisals required in the study, design, direction, inspection, and construction of civil engineering works and projects; planning of general transport systems; analysis of traffic flows in roads and cities; use and management of water resources; hydrologic studies; legal, economic, financial, and organizational engineering; arbitrage, appraisal, and valuation; environmental health and safety.
